In accordance with the Annul Plan of Vigilance Deptt. Project Vigilance Officers posted in the fields
are required to carry out two periodic inspections and one surprise inspection in each month.
In terms of the existing guidelines prescribed for carrying out periodic / surprise inspections POVs
are required to select areas which are categorized below:-
|i)||Atleast 6 inspections each from the areas related to Civil,|
Electrical & Mechanical.
|ii)||One quarterly inspection on works under SIP scheme.|
|iii)||Soil / water Conservation and forestry works under SCD.|
|i)||Bank Guarantee and its status.|
|ii)||Payments to the contractors within the time frame|
prescribed by Corporation.
|iii)||Physical verification of Stores including documents|
furnished by Supplier.
|iv)||Inspection regarding E – Payment to different agencies.|
|v)||Cement stock registers and consumption.|
One quarterly inspection on CTE’s pattern of high contracts is carried out by a term of officials constituted from the HQs to ascertain any shortcoming in the execution of contracts pertaining to ongoing works/procurement/services and suggest necessary remedial measures.
Lapses which are attributed either casualness in approach or lack of knowledge among the concerned officials are brought to the notice of concerned Project Heads/Chief Engineers so that they can take suitable corrective measures, for avoidance of such lapses in future.
Such cases necessitating / requiring suitable changes in the procedures/ manual are taken up with the Administration and are, therefore, regularly deliberated upon during the monthly meeting of Head
of the Departments held at Head quarters for evolving a better mechanism.
